Army is Enemy of Development, Peace and Freedom, Fmr. Costa Rica President letter to Martelly

One more blow for President Michel Martelly's plan to reinstate the Haitian Army. In a letter sent to the president by Fmr. Costa Rica President Nobel laureate Oscar Arias, he advised the president not to restore the disbanded Haitian army, saying that historically most armies are enemies of development, enemies of peace and enemies of freedom.

This can't be a good sign!

In the two page letter, Former Costa Rica president said instead, the $25 million Martelly has proposed for the new military should be invested in education, health and strengthening other institutions.

The following is the actual letter framed in three charts:

Question:

Do you thing this latest public stand by Former Costa Rica President Nobel laureate Oscar Arias will hurt the chance for Haiti to have a Military force?

Are you in the opinion that a foreign has no business in our internal business?

Do you think the big guys, Canada, United States, will use this logic not to support any attempt to restore Haiti Military?

Are you still in favor or a return of the disbanded Haitian army?

Haiti is still a country, a republic, a nation.

An army that is the only institution that we have missed.

Reinstating an army with soldiers who are barely educated (grammar School) is a major mistake.

Why not create a mandatory military service with different branches such as:
1) Engineering Army Corps with graduating students from the Engineering schools to be responsible for Land surveys, irrigation systems, mapping of underground water, roads, dams.
2) Medical Corps wit graduates from the Schools of medicine, nursing etc.to build hospitals, health
