Haiti Superior Court of Audits questions Fiscal Report Irregularities

The CSCCA found 33% of 30 projects were non-existent paid out of Petrocaribe funds. Of those 33%, 13% had "serious irregularities". CSCCA will audit those projects to find out who is defrauding the Haitian people.
The CSCCA also inferred much of government spending is hurting the nation's economy. This is due to the fact the government is awarding over 50% of contracts to foreign companies. The CSCCA also found the government is routinely ignoring the guidelines implemented for awarding contracts to foreign companies. A further analysis reveals three foreign contractors have been awarded 68% of contracts.
Another fact cited in the report is many projects are not being completed. The Delmas-Carrefour overpass, scheduled to have completed in July 2014, remains unfinished. Other projects are experiencing the same lack of transparency on how the money is being spent while work delays make meeting the completion deadline impossible. CSCCA says government resources are being misused, destroying Haiti's ability to successfully compete for projects.
