Haiti Senate Unanimously Passes Electoral Law, dozen articles revised

The Haitian Senate has finally passed a new electoral law after a unanimous vote that took place on Wednesday October 2nd. For the vote, 15 of the 16 present senators who were in attendance voted in favor of the document. In the ceremony chaired by the Senator, Francky Exius, the electoral bill has been modified by the Chamber of Deputies, and the Senate Commission.

The new document comes with over 12 revised articles. Some of the changes made to the bill include those relating to the appointments of a director general by the executive. It also speaks to the terms of senators, the tabulation center operations and the authorizing of campaigns by mayors. Article 3.2 of the bill says that the CTCEP must appoint an executive director, not a Head of State appointed general director.

Haitian President Alexandre Petion, gens de couleur libres

Born a member of the gens de couleur libres, Alexandre Sabes Petion (1770 - 1818) began life between two worlds. It is a dichotomy he would continue, further marking his legacy as an instrumental force behind the struggle for independence of two lands, his own beloved Haiti, and the republic of Gran Colombia.

Alexandre Petion began his career, after an expensive education in France, by joining the fight to force the British out of Saint-Domingue between 1798 and 1799. He would subsequently fight on the side of the mulattos against Toussaint L'Ouverture and the blacks, and was exiled to France when the rebellion ended; he returned soon after with General Leclerc and his assemblage of warships and troops. In 1802, he joined the nationalist force and gave his support to Jean-Jacques Dessalines, the future proclaimer of the Haitian Independence and self-declared ruler for life of the newly formed country.

Bill sanctioning Money Laundering and terrorist financing passed

Once the text sanctioning Money Laundering and terrorist financing is promulgated by the President Michel Martelly in the official gazette, all financial institutions, companies, economic enterprises, non-financial, social, professional, religious, humanitarian, international organizations, will be required to report all transactions in cash.

Do you remember all the commotions over this bill?

Some of our beloved Senators and Deputies were totally against it.

Several desks were broken by Deputy Arnel Belizaire to show his frustration over this bill.

The bottom line is that Haiti is no longer running the risk of trade sanction for not having a law on Money Laundering and terrorist financing. The law sanctioning money laundering and terrorist financing was on Monday, November 11, 2013 was passed in identical terms by the two branches of parliament. The vote was as follows: 9 voted in favor, 3 against, 3 abstained

Opening Ceremony of the Courts at School of Magistrates

The President of the Republic of Haiti on Monday, October 7th, gave a speech meant to rouse into action the audience of the opening ceremony of the Courts for the 2013 to 2014 judicial year.

Held at the School of Magistrates, the ceremony saw the attendance of Superior Council of the Judiciary (CSPJ) members, Diplomatic Corps representatives, The Minister of Justice and Public Security, Me. Jean Renel Sanon, Council of the Bar of Port-au-Prince members, judges of the Court of Cassation, Basoche personalities and other members of the government.

During his presentation, President Martelly charged the Law and Justice professionals present to follow the mandates of their civic conscience when making those decisions based on acts of law. He reminded all that his administration was committed to creating a rule of law to govern Haiti that would be imperious and irreversible, always doing so with an ear to those who cried out for 'Justice for all'.

Senators, please spare me from your next interpellation session

How would you describe the highly publicized interpellation session held in the Haitian Senate yesterday?

A Joke!
A Show!
A display of stupidity!

If your answer is one of the above, you are probably right. The session of interpellation of Jean Renel Sanon, Minister of Justice, David Bazile, Minister of Interior and Territorial Communities and Pierre Richard Casimir, Minister of Foreign Affairs

We would have been better prepared if we knew in advance that this was only a national forum for the Senators to state their long list of grievances about the executive and that we shouldn't be expecting anything concrete.

Latest "ZIN" on Interpellation: Senators agree for Jean Renel Sanon Out

This the latest that I have heard. It seems that two Ministers are pretty safe based on the latest information we have here. There are negotiation underway to keep Pierre Richard Casimir and David Bazile between the Haitian Senators. However, there is no chance for Jean Renel Sanon.

This is what we have today November 5th, at 1:00PM, according to our sources:

1) There has been a meeting between the Senators where they agreed for a negotiated settlement . According to the latest "Teledyol", the Senators will definitely give a vote of no confidence to Jean Renel Sanon

There is rumor out there that the interpellation hearing scheduled for Tuesaday, November 5th, may not take place after all. According to "Teledyol", Jean Renel Sanon, the Minister of Justice, David Bazile, the Minister of Interior and Territorial Communities and Pierre Richard Casimir, the Minister of Foreign Affairs will not show up

According to several senators who will be present at interpellation hearing, the above ministers are not up to the tasks assigned to them and should be released from their functions.

Questions:

Will interpellation take place on November 5th?

Do you see thee ministers who will continue to liquidate the affairs of the State for the remaining Martelly term in office?

Do you think there is enough crisis in Haiti? The Haitian Senate doesn't think so

Let me put it this way instead: Do you think it's the right time for the Haitian Senate to start a new battle with the executive branch of government in Haiti?

After the affair of Attorney Andre Michel that occupied front page last week in almost all Haitian medias as well as some international medias, the Haitian Senate has decided that they also need some attention for themselves as well.

The Senate voted last week to start the interpellation proceeding for 3 Ministers in the Laurent Lamothe Government. The President of the Lower House, Senator Jean-Baptiste Bien-Aimé, made that announced at a press conference last Friday.

In Haiti the executive is above the other powers, Sak Pa Kontan Anbake

Forget about constitution " Konstitisyon Se Papye". Forget about the way most people believe it should be. In Haiti, we do things a little bit differently. Let's put it this way, the power is shared between the three branches of government with only one difference, the executive branch takes a bigger part of the cake.

At least this how our president Michel Martelly sees it. In a recent statement that actually did not please too many Haitian authorities, the president would like to make the public believe that the executive is above the other powers.

Marc-Elie Nelson, new Minister of the Ministry of Haitians Living Abroad

Whether the new Director General of MHAVE (the Ministry of Haitians Living Abroad) would find trouble with his new appointment because it had not initially been approved by the GREH's (the Grand Rally for the Development of Haiti) General Assembly was a great cause for drama recently. While Marc-Élie Nelson had been appointment as the new Minister, his still current role as president of the GREH was set to stir up trouble because of the lack of consent from the GREH's highest body.

The Acting Minister of MHAVE, Pierre-Richard Casimir, installed the new Minister recently, with witnesses including many prominent members of the government and Youri Latortue, the President's Political Adviser, into a seat that the party founder and one time colonel, Rébu Himmler thinks shows an endeavor to demolish the principles and values of the party. While, word from the former Minister of Haitians Living Abroad is that the move to put Marc-Elie Nelson as the new Minister of the Ministry of Haitians Living Abroad rather shows the current President's willingness to work with those of a different view.
