Whom does Donald Trump wants to "Take America Back" from?

In the early morning on June 24, 2016, when Trump arrived in Scotland the referendum result was just announced. He congratulated them for their vote to take their country back and declared that the U.S is the next. He equated 'Brexit' with the upcoming U.S election and said in November 8, we will take America back and re-declare our independence. "Americans will have a chance to vote for trade, immigration and foreign policies that put our citizens first. They will have the chance to reject today's rule by the global elite, and to embrace real change that delivers a government of, by and for the people." However, the problem was Scotland didn't vote to 'Leave' the UK. Scotland voted to stay in the EU by 62% to 38% in the referendum!
