Haiti Senate Unanimously Passes Electoral Law, dozen articles revised

The new document comes with over 12 revised articles. Some of the changes made to the bill include those relating to the appointments of a director general by the executive. It also speaks to the terms of senators, the tabulation center operations and the authorizing of campaigns by mayors. Article 3.2 of the bill says that the CTCEP must appoint an executive director, not a Head of State appointed general director.

Still in nascent stages, the document has been sent to be passed by the Chamber of Deputies, in identical terms. The Chamber of Deputies must be called by the Haitian President, or the new electoral bill will not be up for work by the Deputies until mid-January, 2014. This new revision did not find favor with the National Palace, nor did the decision that will see the 2015 ending of the terms for senators elected in 2009, as defined by the 1987 Constitution.

It is hoped that the new bill and its plethora of much-needed amendments will be up and running and make for a smoother election by the next voting season.
