The law permits every individual to form political parties. International observers believe that although the electoral council cannot force, but it can merely recommend parties to form coalitions, however, the parties on their own interest may form coalitions. Presently, President Martelly is ruling the country by decree since the Parliament was dissolved on January 12, 2015. The terms of one third of the Senate had expired with the expiry of the entire member of the Chamber of Deputies on that day.
The Senate thus lost its quorum on January 12, and has been operating with only 20 of its 30 seats due to the delayed election. One of the interesting entrants for the last day was the First Lady Sophia Martelly. She registered her candidacy for the Senate on the final day. She will represent her husband's party from a district that would include the capital. She has never run any office in Haiti but neither her husband ever did so before he was elected in 2011. However, a question on legality may stop all her moves on the presidency issues. She renounced her Haitian citizenship in 1989 because, before 2011, dual citizenship was not permitted in the Haitian constitution. However, the matter of her eligibility to contest is to be decided by the ruling of the Provisional Electoral Council (CEP).
