Raoul Cedras - the effective de facto leader of Haiti

Raoul Cedras was the de facto leader of Haiti for three years, from 1991 to 1994. He was born on July 9th, 1949 and got into the military in the US early in life. He was educated in the US and later joined the Leopard Corps which was trained by the US forces. Yanick Prosper was the spouse of Cedras.

Important CIA Agent

As the Lieutenant General of the Haitian army Raoul Cedras was chiefly responsible for ousting the president Jean Bertrand Aristide. He was a crucial CIA agent who reported on the president. He went on to become the Commander-in-Chief of the army.

The presidents who came after Aristide was provisional and the real power was held were with the military under the command of Raoul Cedras. Many atrocities were committed on innocent people of Haiti.

Powerful Military Leader

The human rights groups view these years as dark years and they were very critical of this de facto military rule. US state department puts the deaths to more than 3,000 which included men, women and children.

Joseph Nérette and Emile Jonassaint were the provisional presidents during the military regime under Cedras. An election in between these years but it was blocked by the American government. So after Nerette's term Emile Jonassaint was made the president.

Deported to Panama

However the American government did not favor Raoul Cedras for long and soon he was asked to leave the country. Cedras wanted to continue in Haiti but that was not allowed. It is said that after 36 hours of discussion he finally he relented.

Raoul Cedras was asked to leave to Panama and has been there since then. After his exit Jean Bertrand Aristide was restored to power and was monitored by the US force. The UN force replaced the US after some time.
