The inauguration of the first 6 members of the Permanent Electoral Council that were appointed recently took place one on August 21, 2012 by President Michel Martelly. Mr Josué Pierre-Louis was appointed President of the new CEP.

The decision of the Head of State to establish the Electoral Council with 6 members, pending the appointment by the Parliament of 3 representatives of the Legislature, causes many reactions.
President Martelly signed the order appointing the first six members of the Permanent Electoral Council, without the 3 representatives of Parliament. It has been reported that the President of the Senate, Simon Dieuseul Desras, mentioned the possibility for the legislative body to appoint three Provisional electoral Council members.
Senator Moïse Jean-Charles for his part was completely opposed to the idea of having the legislative body to appoint three Provisional electoral Council members, denouncing this as a political and economic deal with the President of the Republic. He had qualified this approach as a "conspiracy against the people and democracy."
The reactions did not stop coming. According to Evans Paul, President Martelly is plunging the country into a crisis. Mr. Rosny Desroches called this "serious error" the decision of the Executive to form the CEP without the representatives of Parliament and expressed concern that this decision will plunge the country into a new crisis.
