According to Mr. Turnep Delpe, the amended constitution did not follow to the latter all the amendments of the constitution citing that the French version was partly amended. The treaty of Creole was amended and this did not represent the interest of the citizens. He gave other citations why the amended constitution had to be delayed for publication as the National Assembly's work of May 9, 2011 was dubious since it did not contain the objectives that were intended.
He said that the amendment procedures of the constitution were not followed to the latter especially the amendments of 1987. Mr. Turnep said that this was to safeguard the integrity of the senate since the amended constitution lacked full quorum in the house as it had nine senators. The president is allowed by the constitution in article 138 of the 1987 constitution to order for publication of the constitution. Great personalities in the government aired their views on the amendment of the constitution saying that if it will be published could result to creation of blocs in the government with opposing sides.
