A major part of the investment for the project, to the tune of US$ 8 million, has been funded by the Bureau of International Narcotics Affairs and Enforcement (BINL). The prison is a two-story complex on a 6,144 square meter area; it can accommodate 250-300 inmates, allowing about five square meter area per detainee.
The prison would be fully operational from March 2016. The prison has four watch towers, a solar electrification system. Within a more humane and safer environment, it is equipped with classrooms, cells with toilets, bathrooms, a clinic, space for vocational and physical trainings and a large cafeteria. A hospital has been built under the support of USAID project "Health through Walls". These features have been included in the prison to ensure that the inmates can contribute productively to the society after their release.
