Emmanuel Menard, President of CTCEP, prioritizes develop of electoral law

Currently they are preparing the budget for the elections, but cannot shed further light on the estimated cost. Emmanuel Menard stressed, however, that international help and funds from the government could be relied upon. Due to the money woes, he declined to give a guarantee on the elections for this year, though he recognized the deadlines demanded by the constitution.

Once drafted, the CTCEP is to submit the bill for it to be ratified by Parliament. Whether the demands enumerated by this bill can be met remains to be seen. Ménard thinks the priority should be shifted to the development of electoral law.

He reminded that Haiti is the only country which needs an electoral law for every election, noting that twenty amendments have already been filed by Civil Society organizations. It changes with every election and is needed before any information concerning the election's organization may be disseminated.

While the law too is important, as well as the contemplation of introducing electronic voting, Emmanuel Menard also notes the importance of a timely election. Reportedly, hundreds of contracts have been terminated for new ones in an effort, along with other steps, to maximize proficiency while minimizing cost.
