Main focus of the plan will be to develop eco-tourism-style development, highlighting areas like cultural heritage, agro-tourism and history. The project is divided in many phases with the first phase to develop bungalows and villas in the region of Anse Dufour located near the village of Madame Bernard.

The plan then calls for the development of a touristic village with restaurants, cafes, galleries and markets called "Village of Mary Anne".

The last leg of the plan for the development of Ile-a-Vache will focus on its agro-tourism component. The plan proposes the creation of a community farm managed by locals that would allow visitors to take part in agricultural activities.

The minister intends to start selling the idea to potential investors in the region and all over the world. The master plan will be presented to potential investors in various countries.

Ile a Vache is part of the Sud Department of Haiti. It is about 8 miles (13 km) long, 2 miles (3.2 km) wide, with an area of 20 square miles (52 km2). Ile a Vache has been known to have some of the best island scenery in the Caribbean. There are two tourist resorts on the island, Abaka Bay and Port Morgan.

Louis Dory says...

This is what Haiti needs.

We have to get out of that concept: we are not selling Haiti.

But we must develop it. These people need jobs. There is no government from any country that produces jobs for their full citizenry.

It is time that we do the same, develop the country so the people can find jobs and feed themslves and stop their dependency on people from the exterior.
