National Police Academy in Ganthier by Canada, toward public security in Haiti

The goal was to set up the infrastructure and equipment to enhance the professionalism necessary to train inspectors and commissioners of the Haitian National Police (HNP). It would support the development of a new training curriculum and implement proper organizational and administrative structure for a training institution. However, six years have already been passed-- only three offers to construct were submitted. The academy has still remained an unfulfilled dream. The first tender was cancelled due to non-compliance requirements. A second tender was submitted unsuccessfully in October 2011. Neither of these two bidders, SNC-Lavalin and Groupe SM (both were Montreal, Quebec based) had fulfilled required compliances. The third or the last proposal, so far, was launched in October 2011 and the same was again cancelled in 2012 by the responsible Canadian authority (Canadian Commercial Corporation or CCC, a Crown corporation owned by the Government of Canada, authorized to engage entities for this purpose for the benefit of the Government of Haiti) on undisclosed noncompliance ground. They said that the building of the Police Academy has still remained a priority but while reassessing the received bids it had been found that the project construction cost had escalated from the planned amount $18.1 million to nearly $35 million.
According to Ralph Lapointe, the Mayor of Ganthier, the project of Police Academy seems to have stalled. There is absolutely no movement, action or any communication.
