Director General of the National Old Age Insurance Office (ONA), Emmanuel Menard, is instituting some new programs for policy owners in May 2015. Menard said ONA is collaborating with the Directorate General of Taxes (DGI) to be certain the pension fund pays out what it owes to private sector employees before resuming mortgage loans that have been on hold for 8 months. ONA will also inaugurate a program that allows for voluntary contributions to the pension fund by those self-employed. Menard also announced the completion of four new retirement homes located in urban areas across the country.

ONA has risen from the ashes of the 2010 earthquake when its old office was demolished in the quake, and a new building was erected by the following year 2011. That same year Martelly promised a program, ONAPAM, that would establish credit for low- and middle-income policy owners. But the program, which boasted a couldn't-be-beat interest rate of 12%, never came to pass. Now the talk is ONA will launch the consumer credit program this year for policy owners. A generous pay-back period of up to 50 months is one of its attractive features.

At the behest of Martelly ONA will finally enter the information age, launching a technology and engineering facility in Delmas 31. This will allow all 17 ONA offices across Haiti to be on the same page, being able to see transactions performed in real time by ONA servers.
