Investment and modernization are the two main keywords for economic development in Haiti. However, improving foreign direct investment and creating permanent employment in Haiti is not as simple as it sounds. The real unemployment rate at Haiti was never properly assessed. Among the unemployed, there are many adults who do not have any formal identification documents. There is no exact statistical data on the total size of Haitian labor force.
Many still consider investment in Haiti is a risky proposition. Political climate is not favorable, enacting new law in the country is almost impossible, transparency is rare, cost of transportation and energy is too high, goods remain static in the customs unnecessarily, ports are not work-efficient, and there are many more displeasing reasons.

Mary Barton-Dock who is the director of the World Bank's office in Haiti, said that lack of transparency was the biggest obstacle to Haiti's economic development.

Haiti finance minister, Marie Carmelle Jean-Marie, resigns
Minister of Finance and Economy of Haiti, Ms. Marie Carmelle Jean-Marie, resigned from her post on Tuesday, April 09, 2013 with immediate effect. She sent her resignation to Prime Minister Laurent Lamothe where she clearly mentioned that she was leaving her post as the chief of Haitian economy. She served Haiti as the Minister of Finance and Economy for nearly 1 year. Prior to that, she worked for 8 years in Cuba and then returned to Haiti by giving up her residency in 2010. She is known by her nickname "the Iron Lady" and is considered by International community and many Haitians as one of the most competent members of Martelly administration.

Since 2010 when Haiti's 7.0 magnitude earthquake struck, hundreds of millions of dollars have been donated by individuals, foundations, and non-government organizations (NGO) to aid in reconstruction efforts. But very little of that money has actually been used for the dozens upon dozens of projects necessary to getting Haiti's infrastructure repaired and strengthened. Many factors are involved that have thrown up blockades toward achieving more and faster progress in planning and implementing building and road-reconstruction projects, as well as human-aid services.
Three reasons are interfering with the re-building of Haiti: many donors have not honored their pledges, mis-spending has occurred, and the government of Haiti (GOH) has not provided transparency in its spending accountability practices.
