Trudeau Reinstate Temporary Moratorium for Haitians

We may recall that in last December (2014), the former federal Conservative government lifted the moratoria on removals to Haiti and Zimbabwe. Those who were affected by the withdrawal, were informed to submit an application to the Canadian Council for Refugees on humanitarian and compassionate grounds before June 1, 2015, otherwise they could face forced deportation. As per the announcement, it was further communicated that the susceptible immigrants would not be deported before the last date of application or while awaiting the decision on their H&C applications.

Earlier, Ottawa had justified this decision on the ground by stating that the situations in Haiti and Zimbabwe have much improved; so these immigrants, many of whom have enjoyed the moratorium since 2004 or living since much earlier, do not need any support or asylum from Canada. The Canadian government would have no responsibility to inform every individual affected by the withdrawal measure, because, many of them have moved to a different region of Canada and have lost contact with the concerned persons or supporting institutions. The new measure, reinstating the moratorium should give a sigh of relief to about 3,200 Haitian and Zimbabwean immigrants, of whom about 2,500 are Haitians who are living in Canada without any residential status.
