The Haitian military should be restored to 20,000 strong and an unarmed and volunteer civilian neighborhood police force should be operating with about 15,000 people to support the regular police.

The police should have total jurisdiction over the civilian population helping the the judiciary.

NO UN or foreign force should be allowed to operate in Haiti.

What Haiti need is:

1) Security for economic development and tourism
2) Development of Mining and Petroleum resources
3) Educational development with 10 Universities supported by foreign educational assistance
4)Educational development of 10 Technical schools for trades and technology supported by foreign educational assistance
5) Foreign investment in tourism, agricultural development, commerce etc...
