Repatriation Process Described By Dominican Officials

Major General Rubén Darío Paulino Sem, the new Dominican Director of Immigration has confirmed that from Wednesday, June 18, 2015, there would be forced deportation of hundreds of thousands of Haitians and several Dominicans of Haitian descent, including many children, from the Dominican Republic who are not registered under the National Plan of Regularization of Foreigners (PNRE) before the date that expired on June 17, 2015, at 7:00 pm. They will be subject for repatriation to their countries of origin as per the Dominican constitution and laws governing its migration policy. The process of repatriation will take place between 6:00 am and 5:00 pm from Monday to Saturday, excluding Sundays and public holidays. Primarily the operation will be controlled from the General Directorate of Migration (DGM) with necessary supports from the post at the Joint Operations Center (COC) of the Dominican Ministry of Defence (MIDE).

The office of the DGM will determine the basis, forms and necessary legal documents required in the operational support of the process. The whole repatriation process will be recorded as documentary evidence to avoid every future allegation and human rights abuse and as an exhibit to government's promise that repatriations have been done in compliance with human rights norms. A representative from the Foreign Ministry will be present at the Haitian border to watch the departure of Haitian nationals. Repatriation work will be supervised by a minimum team of one inspector and two migration agents with the presence of armed forces and the National Police. Patrol drones will fly over the country's border on a two kilometer radius to prevent illegal activities across the border such as human trafficking, smuggling and damage to natural resources.

CARICOM members are sitting silent because the elected Haitian leaders have said they are preparing themselves for the influx and had put plans in place to welcome the repatriated nationals. However, some human rights groups and many Haitians and Caribbean nationals across the US have slammed the D.R Government's decision on repatriation.
