Canada Five-Year Strategy for Haiti Development

Canada's five-year strategy program will cover five priority areas of infrastructure development in Haiti:
Economy and Investment
• Make credit and alternative financing programs more available
• Stimulate the business environment
• Develop agriculture, mining, tourism, and manufacturing sectors
Government
• Assist the electoral process
• Help reform tax collection and customs
• Support women's political involvement and youth programs
• Make Haitian government more transparent and encourage capacity-building to stimulate the economy
Judicial, Law Enforcement, Security/Stability
• Energize the Haitian National Police
• Overhaul and render more efficient judicial and prison infrastructure
• Strengthen stability of government
• Modernize civil and criminal institutions
• Streamline tax and commercial codes
Health and Welfare of Women and Children
• Reform maternal, neo-natal, and child health
• Reduce child trafficking with strong legislative measures
• Make more available free and compulsory education for girls
Bi-lateral Accountability
• Sign agreements between Canada and Haiti recommitting to transparent and productive cooperation between them
• Implement mutual requirements
Canada wants more leadership participation to effect structural change and achieve sustainability. The Canada-Haiti partnership intends to collaborate with primary donors to establish priority projects and initiatives to deal with these concerns.
