So far, president Michel Martell has been playing his cards well with the international community by managing to lay the responsibities on the Legislative branch of Government, the Haitian Senate in particular.

U.S. Representative from Florida Ms. Ileana Ros-Lethtinen clearly is pointing the fingers at them. She declared thais week that "It is time that the Haitian Senate vote the electoral law in line with the spirit of the Agreement on El Rancho to set a date for elections".

U.S. Representative Ileana Ros-Lethtinen further noted that a $3oo million aid package was passed by the US Congress for Haitian coast guard, health and other systems. The only way these funds will be made available to Haiti is if the US Embassy is convinced that the country is moving towards elections
