The Institute of Civil Aviation, located in the Dominican Republic, issued the Haitian regional air carrier, Sunrise Airways (SA), an operating permit, Part 129. This permit will let SA start scheduling routine flights between Santo Domingo and Port-au-Prince, both capitals sharing the island of Hispaniola. Right now SA offers a timetable of trips from Port-au-Prince to Santiago de Cuba; and domestically from Port-au-Prince to Cap-Haitien.

Sunrise President, Phillippe Bayard, says ". . . we're looking at acquiring larger aircraft to better connect the Caribbean." Currently the SA fleet, 32 EP Jetstreams, seats 19 passengers. In particular, SA is meeting rising demand for domestic flights between and Port-au-Prince and Cap Haitien.

Other regional airlines are jumping on the bandwagon to offer intra-Caribbean flight service. Seaborne Airlines has connected flights from San Juan to Anguilla and St. Maarten. In an agreement with United Airlines, Seaborne can now continue flying from San Juan to other Caribbean vacation spots, such as St. Thomas, St. Croix, Dominica, Martinique, Guadeloupe, and St. Kitts.

Major U.S. airlines such as American Airlines, JetBlue Airways, and Southwest Airlines are also keen to begin offering weekly flight service from east coast cities New York, Boston, and Miami, to Caribbean destinations such as Martinique, Grenada, Barbados, and Antigua. These new flight services will start as soon as early June, extending into November. Southwest is planning daily, nonstop service from its Houston base to Belize and Montego Bay, Jamaica.
