UN denied UNOPS involvement in manipulating Haiti Election

For the election of August 9 and October 25, 2015, UNOPS was the entity with the responsibility to provide logistical support, including the delivery and recovery of sensitive materials from various voting centers in the country. UNOPS was also assisted by representatives of the CEP and also agents of the National Police of Haiti (PNH).
Sylvain Coté, UNOPS Electoral Logistics, was named as directly involved in the manipulation scam. UN officials denied UNOPS' involvement, stating that they have not been able to access the contents of the sealed material.
Questions:
Was there an investigation conducted by the UN on the validity of these allegations before making that conclusion?
UN officials claimed that UNOPS has not been able to access the contents of the sealed material therefore. Also there were representatives of the CEP and PNH present; they could not have been involved in the vote manipulation. Would that hold if the intent was to switch these sealed materials with identical, pre-fabricated ones?
