Agreement between the Ministries of Education of Haiti and France

With their three tiered plan, the governments' agreement seeks to develop the pedagogy of digital teaching and learning with the utilization of ICT, information technology and communication. It is an e-learning objective that will focus on digital methods in the training of teachers as well as the evaluation and regulation of the education system.

The focus will also be on cooperation between the relevant entities towards the prevention of illiteracy. This initiative is nam+ed the P.A.R.L.E.R. program which stands for (Talking, Learning, Thinking and Reading Together for Success). This program centers on the teaching of reading skills and language skills development at the preschool level. Also part of the three tier plan is the joining of the Departmental Directorate of Education of the South East and the Academy of Martinique.

The agreement was signed in the presence of a delegation from Martinique including Chief of Staff for the academic rector of Martinique, Mr. Manuel Michel, head of the P.A.R.L.E.R. program, Mr. Paul Marant, and head of the digital department for the Academy, Mr. Louis Riché.

The program of unifying the education systems throughout the French Diaspora will start in the East, but the plans are for the target to be 10 local departments.
