With the installation, Mercier and the other CSJP members share a common goal of ensuring that the judicial system in the country is efficient. The nine-member panel is formed in order to separate the judicial, legislative, and executive branches. This would give the proper power and authority to the CJSP. Members will be tasked to recruit judges and court officials, as well as train and develop them.

Mercier's job, as well as those of others, is crucial in enhancing the judiciary in Haiti. And an efficient judicial system is important in nation-building, as it can protect and serve the rights and well-being of the people. This development was praised by the United States Embassy and the United Nations, with representatives saying that the independence earned by the CSJP will help in building public confidence.

Mercier will work with the other CSJP members namely Anel Alexis Joseph, Antoine Norgaisse, Thiers Malette, Gustave Pharaon, Jean Alix Civil, Dilia Lemaire, and Nehemie Joseph. Their work is vital in establishing a more efficient rule of law. Justice in Haiti will only be served right if the judicial system is in good shape. And the creation of the CSJP can help the entire nation achieve it. Also, it can lead to better political stability in the country.
