CEP rejects requests for an independent commission

I really don't understand this. Here is what the CEP comes up with: "the law doesn't grant us the authority to do so". In a letter signed by the President of the Provisional Electoral Council (CEP), Pierre Louis Opont, the council holds the position that there is no provision in the electoral decree for the formation of an independent commission to review the results.
Halo!!! didn't you know that before you organized that meeting?
All the candidates reject this conclusion and announced at the same time ongoing manifestations in the streets. On Monday, Fanmi Lavalas announced two new demonstration for Wednesday 18 and Friday, November 20 in the capital to demand respect the popular vote.
