Haiti Police Chief Godson Orelus rewarded by PHTK

Nothing could be more obvious of the dependency of the Haiti Police force to the current Tet kale regime than the decision of Godson Orelus to wear pink in support to Tet kale (PHTK).
It seems however that this particular decree issued by the president does not stand a chance once Martelly leaves office in February, 2016. There is no guarantee that the next president will honor this decree. In addition, according to some experts, this decree to renew the mandate of Haiti Police Chief Godson was taken outside of Haiti's law because such a power is reserved only for the Senate.
So what do you think?
Do you think the decision of Michel Martelly to issue a decree renewing the mandate of Haiti Police Chief Godson is a pay back for his commitment to PHTK ?
Do you think this Decree will survive?
