Haitian Magistrates (ANAMAH) 20 months salary not paid

It was announced by the Ministry of Justice 20 judges' mandates have been renewed in the jurisdictions of Port-au-Prince, Cap-Haitien, Petit-Goâve, Jacmel, Port-de-Paix, Anse a Veau, Grand-Riviere du Nord, Coteaux, Miragoane, Gonaives, and Hinche. Plans to disburse payments in arrears are scheduled to occur soon.

Haiti's judicial system needs a complete overhaul. The antiquated criminal code, 174 years old, needs updating; judgeships need ethical guidelines; the system needs case law material among other resources; and the judicial process needs streamlining to assure citizens of the judiciary's commitment to due process rights.

The 2010 earthquake worsened an already overburdened and unwieldy system by destroying many courthouses. What courts remained were poorly staffed with little resources. The result is case backup and longer detention times for prisoners. Judges and other court Para-professionals have no job security, oversight, enough training, or decent salaries. They are susceptible to corruption as a result.

President Martelly has done virtually nothing about the problem. He summarily vetoed a list of Supreme Court nominees, approving just the Chief Justice and one other nominee.
