Jacques Nicolas Léger was born in 1859 in Les Cayes, Haiti. He was a diplomat, a politician and a Haitian lawyer. Though his early education was in Republic of Haiti, he was sent to Paris at a very young age where he received his legal training and higher education. His father was a notable statesman and a Haitian Senate member and as a result, Léger got a chance to actively participate in Haitian politics at a very early age. When he was only 22 years old, he became Haitian Legation's secretary in Paris and soon after the sudden resignation by Minister Charles Séguy Villevaleix, Jacques Nicolas Léger became charge d'affaires.

Léger later returned to Haiti and continued practicing law in the city of Port-au-Prince. In 1890 he was selected the chief of one of the Foreign Affairs Department's divisions. In 1892 he became one of the founding members of Port-au-Prince's Société de Législation and later he was elected as its president. He was also appointed as Port-au-Prince's Order of Barristers' President and then he became a member of court of arbitration at The Hague.

Jacques Nicolas Léger became a member of Chamber of Deputies of Haiti and served as committee chairman of Foreign Affairs. In the year 1896, he became Haiti's envoy extraordinary and minister plenipotentiary at Washington and held the post for 13 years. Later in 1911, he became minister of Foreign Affairs in Haiti. After retirement from public office, Jacques Nicolas Léger continued his literary and legal work. Some of his best works are Haiti et la Révision, La Politique Extérieure d'Haiti, Haiti: Her History and Her Detractors and more. He died in 1918 at Port-au-Prince.
