We may recall that because of political instability and the 2010 earthquake in Haiti, thousands of Haitian moved to Canada and the Canadian government with its shared political and cultural history in mind upheld a moratorium for Haitians since 2004 and for Zimbabweans since 2002. However, as per a statement on December 1, 2014, the Canadian Immigration Minister Chris Alexander and Public Safety Minister Steven Blaney have said that "we have extended that generosity for over 10 years to Haitians and Zimbabweans by allowing them to stay in Canada because of unsafe conditions in their countries. However, the uncertainties have ended with improved situations.
The temporary suspension of deportations to both countries will be lifted and migrants from Haiti and Zimbabwe can face removal after six months if they remain without legal status." He had also mentioned that the Quebec government will find its own ways to help Haitians become permanent residents.
