Irrespective of her nickname and her reputation, Marie Carmelle Jean-Marie actually found it very difficult to implement the following:
-- Helping Haiti to attain macroeconomic stability.
-- Initiating massive reforms for managing Haiti's finances.
-- Giving Haiti the much need financial transparency.
Though it was not clear why Marie Carmelle resigned, there are several notable events which can possibly form the base of the resignation.
First, billions of dollars promised by international community are currently outstanding.
Second, attempts made by Marie Carmelle to enforce money laundering legislation have been stalled because of the threat that transactions between U.S. and Haitian banks will be made stringent if the legislation is enforced.
Third, questions have been raised about government's transparency in social programs and spending.
Fourth, the donor community was stirred by the fact that Martelly-Lamothe administration issued, in non-bid contract, $432 million after the devastation caused by Hurricane Sandy.
According to the sources close to Marie Carmelle Jean-Marie, the decision she made was based on her feelings that she has lost support from her colleagues.
