What does it mean to convert the tranfer money to Haiti in gourdes before giving it to its recipient?

I think Martelly and his team want to make it a little bite difficult to catch them when stealing the people's money.

I am sure they cannot keep up with such decision because the government will go bankrupt right away after applying that measure.

The diaspora will stop using transfer service to send money back home because there exists other that we can send money without using transfer service.

One solution with that measure is that the government wants to make it easy for the officials to steal money without any problem.

When they steal in gourdes, the money need to be converted before sending to a foreign bank. As th government has enough dollars, Its stealing power will be more effective
