I live in Haiti and work with Samaritain's Purse on the grounds.

The shelter project they have sucks! They have the shelter materials but it is not provided for free. It cost lots of money to get Trucks to transport the material from their remote warehouse in a far off place called Leogane or TiTanan, than you have to pay for the builders to build it, and it cost a lot to adminster this and samaritan's purse won't give a dime for this. oh, and they don't want to homeowners to pay a dime for it either so it wont seem like the shelters are being sold. Eventhough it cost about $10,000US to give away about 250 homes, SP refuses to even help out with the cost. So this leaves run for coruption cause it is the only way it can get done.
CRS (Catholic Relief Services) on the other had, understands and pays workers to build, pays adminstrators, pays people to prepare the land, inspectors and more. that is why their homes are so much better.

Plywood, not tarp. Two rooms per family, not one.
