Some people have issues handling the truth.

In this case, the author of this article cannot stomach the fact that Haiti is the poorest and most illiterate nation in the western hemisphere.

He/she cannot stomach the fact that Haiti create problems for the DR by dumping thousands of illegal immigrants on that neighboring country.

And yes, Haiti is a failed state in all sense of the word. Therefore, the idea of creating a "partnership for development" in Haiti is not far-fetched.
