Venezuela rejected comments by Mary Barton-Dock of World Bank

The Venezuelan government established the Petro Caribe cabal to give member countries discounted rates and flexible repayment schedules, when buying oil from Venezuela. This arrangement permits users of PetroCaribe to amass funds for social improvement projects to create employment opportunities and steady economic growth.

Canino emphasized it was not the World Bank's place to interfere in the relationship between Haiti and Venezuela, or to question if the funds were used appropriately or not. He added Venezuela's president, Nicolas Maduro, "is very satisfied with the way the Haitian government has spent PetroCaribe funds." He further added the reciprocal relationship between Haiti and Venezuela is the business only of the Martelly-Lamothe government and Maduro.

To give evidence about the GOH's reporting methods in using PetroCaribe funds, Canino said a nearly month-long audit of GOH's use of the funds shows they have taken every precaution to implement transparency procedures. President Maduro is satisfied the GOH has made every effort at disclosure.

A World Bank spokesperson has said Barton-Dock's remarks were misconstrued. But Haiti's daily, Le Nouvelliste, quotes her as saying the GOH is guilty of misappropriating PetroCaribe funds.
