New Air Ambulance Services in Haiti, for whom exactly?

Haiti Air Ambulance, a not-for-profit foundation will launch Haiti's first permanent helicopter EMS program.
They expect to provide life-saving emergency services to all Haitians regardless of income.
According to the information, this new service is supposed to alleviate Haiti's dire emergency medical needs.

According to the report, Haiti Air Ambulance will work with the University of Miami, Hospital Bernard Mevs, and a network of other local hospitals.
Once again, I am really sorry but I have some questions:
Can I make a reservation now for this service? I have a relative of mine who need to be transported ASAP for medical services
What criteria your criteria you have in place for the use of this service. Is it on a first come first served basis or how deep is my pocket?

The service will work with the Government and private sectors to provide service to those in need on a FIRST COME, FIRST SERVE BASIS.
The service will also provide many levels of participation to expand it's services of the Country.
We will be providing the service in a similar fashion as other Countries.
It will also provide a conduit to transport those who qualify to outside countries.
