Federal Judge in California Temporarily Blocked Trump's Plans to for TPS

On Wednesday night, October 3, 2018, U.S. District Judge Edward M. Chen granted a preliminary injunction to block the Department of Homeland Security's plans to terminate Temporary Protected Status (TPS) for over 300,000 long-term residents living in the US from El Salvador, Haiti, Nicaragua and Sudan.

During a bipartisan meeting on immigration on January 11, 2018, President Donald Trump criticized protections the US gives to immigrants from various underdeveloped countries. In his comment Trump mentioned, "Why are we having all these people from shithole countries come here?" As per records, TPS recipients by country as of October 2017 are as follows (rounded): El Salvador 262,500, Honduras 86,600, Haiti 58,600, Nepal 14,800, Syria 6,900, Nicaragua 5,300, and Yemen 1,100.

As per President Trump's announcement, immigrants of these four countries who'd lived in the US for years and often decades would be forced to leave or risk deportation as they will lose their legal status over the next year. As per the announcement, the TPS protection status of these four countries will expire on the following days: Sudan: November 2, 2018, Nicaragua: January 5, 2019, Haiti: July 22, 2019, El Salvador: September 9, 2019.
In a decision on Wednesday, October 3, 2018, the District Judge Edward M. Chen said, he could not find substantial evidence or any explanation or justification" to end the "temporary protected status" designations for immigrants from those countries. At the same time he also mentioned that it is unclear whether the decision to deport came out of any discriminatory purpose which is against the Constitution's guarantee of equal protection under the law.
On June 2017, President Trump also commented that 15,000 recent immigrants from Haiti "all have AIDS."
