Before the 2010 earthquake rattled Haiti, the airport was Haiti's sixth most active according to passenger numbers processed. JA, in operation since 2006, serves domestic flights to destination spots across the country, including Toussaint Louverture and Port-au-Prince International Airports. After the earthquake JA was subject to the Canadian Forces, who used it as a staging area for relief aid. To ready JA runway lights were installed, so it could operate 24 hours a day. HMCS Halifax donated a radar control, and a new air traffic control center was set up. It was then ready to accept heavy-lift C-17 Globemasters, which expedited humanitarian aid recovery work.
Eventually the Canadian Forces left, leaving JA bereft of equipment or security to handle international traffic. Since then only one domestic flight per day has been processed, and JA has forfeited its certification to handle international air traffic.
