FLASH - Jovenel Moise and Jude Celestin declared winners

The Preliminary results of the presidential election in Haiti is now public. The big winners are Jovenel Moise and Jude Celestin

On late Thursday, November 5, 2015, as per the preliminary announcement of the first round results of presidential elections by the Provisional Electoral Council (CEP), Jovenel Moise, the thirty seven year-old main promoter of the Agritrans banana export project in Haiti, a candidate from the outgoing President Martelly's Tet Kale political party, is much ahead of his two closest contenders Jude Celestin and Moise Jean Charles. Jude Celestin is a 53 year-old Swiss educated Mechanical Engineer, executive director of the government's construction ministry and Moise Jean Charles is a former Senator, representing the banner of Platform Pitit Desalin.

As per the CEP's announcement, Jovenel Moise has received 511,992 votes or 32.8% of the vote in the October 25th poll, while Jude Celestin has got 394,390 or 25.2% votes and Moise Jean-Charles, from Pitit Dessalines came in third place with total 222,646 or 14.27% votes. Dr. (Mrs.) Maryse Narcisse, a supporter of former President Aristide's party came in fourth position with 7.05% votes. However, as per the electoral mandates, none of the candidate has reached the 50% plus vote benchmark, or a lead over 25% votes as required by Haiti's Constitution and Electoral Decree to win the presidential race. Thus, a run-off election will be necessary in December. As per the earlier agreements with the Haitian government, the OAS will deploy an observation mission for this run-off election scheduled to be held on December 27th.

After the CEP announcement, the Electoral Observation Mission of the Organization of American States (OAS/EOM) in Haiti has expressed its satisfaction over the published preliminary results as it is consistent with their observation during the election process on October 25, 2015. However, candidate Jean-Charles has said that the results were a sham orchestrated by the outgoing President Martelly. He has asked his supporters to participate in a "peaceful revolution". One of his supporters was killed in a protest rally allegedly by a newly created police unit named "BOID". Eight presidential candidates, including Jude Celestin and Jean-Charles, have complained of massive frauds during the election process.
