Bandit on motorcycle killed inspector Daniel Pierre in Delmas 31

I hate to say this but Haiti, Port-au-Prince in particular is not one of the safest places to be in at the end of the year. I will be even be more specific, the Demas area is a death trap and for the past few weeks, is has been at the center of most of the assassinations. The latest victim is a Police Officer. We learned that a bandit on motorcycle just killed inspector Daniel Pierre of the Judiciary Police (DCPJ) in Delmas 31.

Haitian Students Face Off with Police over the death of Damael d'Haiti

On Monday, November 13, 2012 Haitian students continued their demonstration over the death of one of their owns. This was the third day of non stop protest, where students are demanding justice for the death of Damael d'Haiti, a student shot and killed by a police officer over the weekend at the School of Law and Social Sciences in Port-au-Prince.

"En Ayiti, Jistis Se moun Ki Ba Tet ou Sa..."

Haitian police and CIMO surrendering the protesters, blocked their exit from the law school, and fired tear gas. It has been reported that many people were affected by the gas. Children returning from school as well as other people going about their activities were affected.

Clifford Brandt Arrest Uncovers Network Abduction Operation

The Central Directorate of the Judicial Police (DCPJ) arrested Clifford Brandt, a businessman and entrepreneur, accused of kidnapping two youths, Coralie and Nicolas Moscoso. They were abducted on Bourdon Road. The kidnapping laid bare a network of abductors, who have been targeting victims for abduction for many years.

The arrest occurred on October 16, 2012 by the Cell Against Kidnapping and Criminal Brigade of the Haitian National Police (HNP). Five other suspects connected to the abduction were also taken into custody.

The abduction network has spread to the HNP. Senior command police officers and inspectors, past and present, have been implicated in abduction plots across Haiti. In particular, Inspector Edner Comé is being actively pursued, considered armed and dangerous.

Haitian National Police Judicial Division

The Haitian National Police (HNP) retains a detective division, the Central Directorate of the Judicial Police (DCPJ). One of HNP's special units, it operates six offices over 30 sections in the country. Headquartered in Clercine, all its services--excluding Police Science and Technology Center--are under one roof.

The DCPJ's purpose is to secure the crime scene, assemble forensic evidence, and look for suspects to bring to trial. Its most important function is to infiltrate organized crime syndicates. The Judicial Police works as well in fighting international crime syndicates in alliance with Interpol, the international police.
Due to the varied kinds of crimes and criminals, who commit them, the Judicial Police adapts their techniques and processes to capture, incarcerate, and bring them to trial.

Haiti National Police Recruitment Standards

One of the biggest problems facing recruitment of police officers in Haiti National Police's history is interference from former military officers (MO) of the Haitian Army. These interlopers have swayed the politics of the HNP, especially in the area of human rights, a necessary part of modern law enforcement. Their influence has led to abuses against politicians, political dissenters, and law-abiding citizens.

The MOs have and continue to be appointed to administrative positions within the Haiti National Police, gravely affecting the recruitment policies of hiring new officer trainees. What has taken place is training officers, some of them MOs, have used orientation and training methods unethical and insufficient in the enforcement areas of human rights violations, drug trafficking, embezzlement, and violent crimes, have corrupted the recruitment, orientation and training, and functioning of the HNP.
