Training for 125 custom officers of the 2nd Promotion in Haiti

The government goal is to bolster the AGD's abilities to monitor drug trafficking and smuggling, and reverse the trend of revenue loss to revenue gain. An increased tax base will lead to more job opportunities and small business growth.

Jean-Baptiste expects Second Promotion will follow through on the commitment the Haitian government has made ". . . to achieve greater efficiency in the fight against tax evasion . . ." allowing it to implement more reconstruction projects for people.

The Customs Legislation and Safety Checks is part of a master plan, including the formation of the Interministerial Committee to aid in stamping out government corruption at state and local levels. Protecting general funds will help to keep projects ongoing and spur economic growth.

Custom agents will be responsible for checking for illegal drugs coming through customs, as well as not-allowable knives and deadly weapons. But the category of weapons and ammunition can enter if prior permission has been granted. This last one needs rethinking, for it could be interpreted too broadly, a loophole that could be exploited to the state's disadvantage. But perhaps the new class will discuss such fine points.
