Daniel Supplice Letter to President Martelly on Dominican Crisis

Daniel Supplice response to the President of Haiti following his revocation as Haiti Ambassador to the Dominican Republic. Mr. Supplice lays some blames on the Haitian authorities for the conditions so many of our compatriots are living in in the Dominican Republic.

Here is the letter written by former Haiti Ambassador to the Dominican, Mr. Daniel Supplice to President Michel Martelly:

""Mr. President,

After having for 92 days carried with honor, respect, patriotism and national consciousness the bicolor in the territory of Duarte, Sanchez and Mejia, I have the honor to return you without dirtying in its glorious folds with the patriotic feeling of having tried to be helpful.

Dominicans demand formal apology, Haiti says no way

Who will crack first? The Dominican Government declared that they will not seat down with the Haitian Government and discuss anything related to migration until the Haitian Government formally present an apology for the comments made by the Haitian President Michel Martelly at the Organization of American States recently and his Foreign Minister Lener Renauld.

The authorities stated that under no circumstances that they will accept the image of the Dominican Republic be affected as they are ready to defend their morals and respect.

On the other hand, Haitian authorities declined the request made by the Dominican Republic for a formal apology. According to the Communications Minister, Rotchild Francois Jr., "the Haitian government would not be apologizing to the Dominican Republic for charges it has made against it that have been proven true."

Evans Paul using bluff as tool against Dominican Government

Faced with massive influx of Haitians and Dominicans of Haitian descent being deported from the Dominican Republic to Haiti, Haitian Prime Minister Evans Paul put the Dominican Government on guard against the type of people that they are sending to Haiti. He stated that the Haitian government will welcome the Haitians but will not admit any non Haitians into the country. Specifically, anyone not born in Haiti will not be admitted into the country, that is according to Mr. Evans Paul.

I consider such a statement by the Haiti Prime Minister as pure bluff. It is an attempt by Mr. Paul deceive us pretending to in case that the Dominican Government makes any attempt to send someone who was born in the Dominican Republic with Haitian root back to Haiti, they will be faced with corresponding action from the Haitian government.

Dominicans, not Haitians, expelled from their land to Haiti

Is Haiti practicing the words of the Bible literally in the ongoing crisis with the Dominican Republic? "Come to me, all you who are weary and burdened, and I will give you rest". Haiti continues to remain true to itself by welcoming anyone who has problem in their own country. However, when do you say enough is enough?

Long ago, thousands of Haitians nationals crossed the border to seek work; many of them at the request of the Dominican Republic to go work in Batey. Like in any other countries, immigrants who usually come for work tend to stay by making the new land their own and also contribute much more to the society. The least that new country could offer them is a path to normalization and citizenship.

Haitian Government Obstacle For Haitians To Have Dominican Papers

Gabriel del Río, the President of the CASC (Autonomous Trade Union Confederation Class) has recently declared that the aloofness of the Haitian authority in providing identity documents to the irregular Haitian workers, necessary to enroll themselves in the National Plan for the Regularization of Foreigners (PNRE) in DR, is causing the biggest obstacle. Many Haitians living in the Dominican Republic did not have any document that would enable them to register. Those who went back to Haiti for procuring them, were returned mostly empty handed. Such situation creates opportunities for the counterfeiters and it is no wonder that many Haitians were found in possession of forged identity documents.

Haiti keeps fingers crossed as Repatriation moves forward in the Dominican Republic

Ministers of Foreign Affairs, Pierre Brutus of Haiti, and Andres Navarro of the Dominican Republic (DR), held a meeting in Santo Domingo on several issues, among them the migration problem. The National Plan for Regularization of Foreigners (PNRE) has sought to resolve the problem of Haitian descendants of immigrants born in the DR to achieve legal status after the High Court in a controversial decision voted to deport over 250,000 Haitians.

After protest from the international community the DR developed PNRE to regularize the threatened population. In the 18 months PNRE has been in effect, in excess of 175,000 applications for repatriations have been filed. By the June 17th expiration date it is expected applications will top 200,000. But Deputy Minister of Immigration and Naturalization, Luis Fernandez, says it ". . . does not mean that all applicants will be legalized . . ."

All five Dominican consulates in Haiti to reopen starting March 17, 2015

The Government of the Dominican Republic has ordered the reopening of their consulates in Port-au-Prince, Cap Haitien, Belladere, Ouanaminthe and Anse Pitres starting March 17, 2015. The consulates were closed on March 4, after attacks by some Haitians, including the tearing down and torching of Dominican flag at the consulate in Port-au-Prince.

The violent reaction in Haiti came as a result a Haitian man that was found hanged in a park in Santiago

Minustah and Haitian Police now provide security to Dominican trucks now

The business of providing goods to Haiti must not stop for any reason. The Observer just learned that members of the United Nations Mission for Stability in Haiti (Minustah) and the Haitian police are now escorting some some of the Dominican trucks entering Haiti to deliver merchandises to insure their security.

Mr. Blas Peralta who is the president of the National Federation of Dominican Transportation reported that a guarded route has been established where the Dominican trucks will enter Haiti from Jimani to the town of Kwadebouke and Haiti International Airport

The power of the economy:
This is interesting to observe. No major decisions have been made by any of the two government until there are some economic consequences. As you can see once the problem starts affecting some deep pockets, a solution to the crises is found, not when a poor Haitian was hanged.

27 trailers and Dominican trucks loaded with goods blocked in Ouanaminthe

The tension between Haiti and the Dominican Republic is boiling and more fire are added daily. We just learned that 27 trailers and Dominican trucks are blocked in Ouanaminthe. These trucks that are carrying goods such as food, cement and rebars from the Dominican Republic to Haiti are blocked due to protests and threats of retaliation against Dominicans drivers.

Haitian authorities on the other hand, unable to assure the safety of Dominican drivers, asked them to return to their country.

This latest development is likely to further complicate relations between Haiti and the Dominican Republic

All Five Dominican Consulates in Haiti closed until further notice

The Dominican authority has made the decision to close all its consulates in Haiti following the incident that took place recently where some people entered one of their consulates in Port-au-Prince and removed their flag. The Dominican government wants that the Haitian government to give them full guarantee that similar incidents will not take place before they open their consulates.

On the other hand, Castillo Seman from Dominican Liberation Party (PLD), wants every single Dominican currently living in Haiti to pack their bags and return to the Dominican Republic. The Dominican Liberation Party (PLD) has become very influential in the current government. Their influence on the issue of immigration has strengthened in the administrations of former President Leonel Fernandez and in the current administration of President Danilo Medina.
