Haitian Father can no longer come home for beating problem son

A Haitian pastor in Port Chester though that he was doing what he needed to do to prevent his son from becoming a delinquent and likely a criminal or a problem to society found himself in jail for just that. Pastor Precie Guerrier was in court on December 18, 2013, facing charges for beating his 12 year old son because the son was behaving badly in school.

A recent study has found that most Haitian teenagers, specially those living in the country side are very rich individuals, compared to the rich kids im more developed countries such as US, Canada, France, etc..

Abduction, a form of kidnapping, is often associated with family abduction. Family abduction occurs when a child is taken by force away from their family. Frequently the perpetrator is a parent, who has been involved in a child custody dispute with their former partner.

The legal definition of abduction is a coercive act performed in defiance of a custody order. In some cases, family abductions are carried out surreptitiously. They begin when a parent or anyone acting in their place uses pretext to get possession of the child, for instance, taking the child for an outing and never returning them. The perpetrator hides the child, taking them over state lines to keep the victim-parent away from their child. The objective of abduction is to get illegal custody of the child, violating the primary caretaker's rights.

Passport Denial Program Against Deadbeat Parents

Failing to pay for child support has repercussions, one of which is the denial of passport. Deadbeat parents, or those who have been unable to meet their child support obligation, can have their passports revoked under the law. With the Passport Denial Program, parents who have arrearages over $2,500 will not be able to apply for a new passport or use any passport services until they settle their debt.

Under the program, the Federal Office of Child Support Enforcement can file a report to the Department of State, which has the power to deny passport services to a non-custodial parent failing to pay for child support. The parents' inclusion in the Passport Denial Program will only be removed after a certain period of time upon payment of their debt.
