Felix let the growers know the government of Haiti (GOH) is serious about raising the farmers' standard of living. To achieve this, agricultural production must increase substantially, not only for the farmers' own livelihoods, but to combat food insufficiency on the island. The farmers are grateful to the GOH for the support they receive through social assistance program, Ede Pèp. The agricultural packages received comprise bean seed, pesticide, and pesticide sprayers.
St.-Rafaël is part of the St.-Rafaël Arrondissement Nord Department, the center of St.-Rafaël Arrondissement. Located between Cap-Haitien and Hinche, it was colonized in 1761 by the Canary Islands. It was originally named San Rafael de la Angostura, when the Dominican Republic held large tracts of land there. Once freed by the revised 1936 treaty, which mandated dominant citizens be granted jurisdiction of San Rafael de la Angostura, the name changed to the French, St.-Rafaël.
Plantations in St.-Rafaël grow a specialty crop, green and bitter oranges. The peels of this premature fruit are laid out to dry in the sun, then sent to France. There they are crushed, distilled, and mixed with other ingredients. The end-product is the world-class liqueurs, Grand Marnier and Cointreau.
