Evans Paul using bluff as tool against Dominican Government

I consider such a statement by the Haiti Prime Minister as pure bluff. It is an attempt by Mr. Paul deceive us pretending to in case that the Dominican Government makes any attempt to send someone who was born in the Dominican Republic with Haitian root back to Haiti, they will be faced with corresponding action from the Haitian government.
I don't know if I should cry or laugh in listening to this statement. Since when the Haitian government was in any position to make a valid threat, unless it is against their own citizens? How would Prime Minister Evans Paul back up these statements if it becomes a need to do so in the future? This is pure bluff as far as I am concerned.
The Haitian Military is nothing compared to the Dominican military force. Former Haitian President Jean Bertrand Aristide had disbanded the Haitian army in 1995 by presidential decree. Even when we had one, they were under trained and poorly equipped. The Haitian Military was effective only in abusing their own population.
While Haiti has been without a military force since, the Dominican Republic has been flexing its muscles. They are currently a 44,000 active duty military force and second only to Cuba in the Caribbean in size. Dominican military is comprised of six infantry brigades, air cavalry squadron, an Air Force operating about 40 aircrafts, and Navy.
Furthermore, the Dominican government knows for a fact that the Haitian Government doesn't have any control over its population. We don't even know how many people are actually living in the country. It is estimated that 20% of the Haitian Population is living without a Birth Certificate; in another way, these people do not exist as far as the government is concern.
In the meantime, across the border in the Dominican republic, it is a totally different story. The Dominican Republic holds the strings that can make Haiti dance. They usually have direct input as to who becomes President in Haiti. Beside government control, the Dominican business sector contributes heavily in election in Haiti and it is not done to promote democracy but quite the contrary to gain control. As an example, Dominican investigative journalist Nuria Piera presented spreadsheets compiled from bank records showing Bautista companies had given $2.5 million to current Haitian President Martelly.
President Martelly did say he will have "a Government D'Ouverture". We just did not know to whom.

I did not invent this. People who depend on the generosity of others can not be in a position to dictate what they should receive.
Also some would say that nothing in life come free to you. This the case in Haiti where we constantly complain about the type of treatment we receive at the international stage.

In the case between Haiti and the Dominican Republic, we Haitians will be at a disadvantage for sometime to come. I will call it total dependence on the Dominicans.
There is nothing that we don't import from them. I heard recently that Haiti started importing Ice water from them. We have been importing things like Coconut, Limes and lots of things that we produce in Haiti.
Unlike the Dominicans, we in Haiti we elect our leaders for them to get rich quick not for a common objective.
