Delmas Viaduct costing over 10 million more then estimated for

The actual cost of this project funded by PetroCaribe is 16.5 million US dollars. It was built by the Dominican construction company Estrella. This is close to three times more to original amount it was estimated for.
In addition, In an interview with Mr. Valery Numa on Radio Vision 2000 on October 17, 2015, Mr. Jude Celestin estimated that the condition at the time that made the construction of the Viaduct necessary does not exists currently. It was planned to alleviate traffic coming from the downtown area and since this area has not been rebuilt after the 2010 earthquake, the Viaduct does not serve a critical function at this time.
Do you think this 16.5 million US dollars invested in the construction of the Viaduct could have been used more intelligently?

They need Cities planners and a cities Managers to achieved this kind of task. Each cities need to have they own planners and Managers which is foreign to our Dear Island of

Things can and have to be done differently in Haiti.
5 years after the earthquake and the situation for the most people is almost the same!
These people are making great investment in things that could've been important at a moment, or that are really important now, but ...My God!, what about food production?
